Hillary Clinton Announces New Middle Class Tax Cut

On Tuesday, Hillary Clinton announced a new plan that will expand tax relief to families with young children. The plan is outlined in the following release from Hillary for America:

As part of her plan to build an economy that works for everyone, not just those at the top, Hillary Clinton is announcing today a new expansion of the Child Tax Credit for families with young children. She will double the Child Tax Credit to a maximum of $2,000 per child up to and including age 4, and she’ll expand access to millions more families. As many as 15 million young children will be eligible for the credit of up to $2,000 – and millions more people will benefit from additional relief. And this is only a down payment on further relief for middle-class families.

“Hard-working, middle-class families are struggling with rising costs for child care, health care, caregiving and college,” said Clinton. “This new tax credit will make their lives a little bit easier and help restore fairness to our economy.”

Clinton has previously announced middle class tax relief in the form of an up-to-$5,000 credit for families with excessive out of pocket health costs, and up to $1,200 for families caring for parents and grandparents.

Specifically, Clinton is announcing today that she will:

  • Double the Child Tax Credit from $1,000 to $2,000 for each young child. Right now, the Child Tax Credit gives millions of families up to $1,000 per child each year to help cover all the burdens they face. Clinton will double the maximum credit to $2,000 for each young child up to and including age 4.
  • Expand Child Tax Credit refundability so millions more working families get additional relief. Under our current system millions of families do not qualify for the full credit or get very little benefit because they simply do not make enough money, since the tax code excludes the first $3,000 in earnings in determining whether a working family is eligible for refundable relief. Clinton will lower the threshold for refundability from $3,000 to the first dollar of earnings for families with children of all ages, so every working family can benefit. And she will increase the phase-in rate to 45% from 15% for families with young children. According to the nonpartisan Urban Institute, the credit is structured so that families at the low end of the income distribution do not receive the full credit, and those families that are left out are more likely to be African-American and Latino. Improving refundability and increasing the phase-in rate will help close this gap and increase the overall fairness in the system.
  • Provide further tax relief for middle-class families, including those without children, and with older children: Clinton believes we should go further than doubling the Child Tax Credit for young children. The expansion Clinton is calling for today is a down payment on her overall vision for tax relief for middle-class families. Clinton believes we should further expand the Child Tax Credit for families with older children, and expand refundable relief for low-income workers without children.

Clinton’s plan will be fully paid for by her proposals to ensure the wealthy, Wall Street, and big corporations pay their fair share. And like the current Child Tax Credit, it will phase out for higher-income families.

Refundable tax credits like the Child Tax Credit reward work, lift families out of poverty, and improve lifelong outcomes for kids. Studies have shown that the Child Tax Credit helps lift millions of Americans out of poverty each year. Not only does the Child Tax Credit help fight poverty for families in the year that they qualify for the tax cut, its effects can be seen for many years later. Parents in families that receive refundable credits like the Child Tax Credit are more likely to be in the labor force and contribute to the economy. Children in those families do better in school, are more likely to go to college and earn more when they become adults.

Clinton’s proposals to expand relief for hard-working families with children stand in strong contrast to Donald Trump’s plans. Because Trump’s child care and maternity leave plan gives far more to high-income families than middle-class families struggling with costs, and his tax plan rolls back dependent exemptions and other relief for parents with children, it would actually raise taxes on 8 million middle-class families to fund his tax cuts for the rich and multinational corporations, and $4 billion for his own family.

Specifically, hard-working families that get tax relief under Clinton’s plan would see tax increases, or a much smaller tax cut, under Trump:

  • A single parent earning $75,000 per year, with two young children, and $8,000 in childcare costs would see a $1,640 tax increase under Trump, and $2,000 in tax relief under Clinton’s plan. A recent academic analysis found that compared to current law, Trump’s plan would raise taxes on this family by $1,640, because it eliminates personal exemptions and the head-of-household filing status. Clinton’s expansion of the Child Tax Credit would give them an extra $2,000 in tax relief.

According to the same analysis, a married couple earning $50,000 per year, with two young children, and $8,000 in childcare costs would get a $93 tax cut under Trump’s plan, and $2,000 in tax relief under Clinton’s plan.

Hillary Clinton Statement on Endorsement of Association of Flight Attendants

Hillary Clinton received the endorsement of the Association of Flight Attendants adding to the growing list of labor unions supporting Clinton for president. In a release, the group states their support of Clinton stems from their long relationship with her. They said, “We have experience with Hillary Clinton as a champion for Flight Attendants, especially as the leading voice for the technical correction to FMLA and the relentless advocate for 9/11 first responders. Recognizing the importance of this election and our experience with Secretary Clinton, the AFA-CWA Board of Directors endorses Hillary Clinton for the next President of the United States.” Clinton responded to the endorsement with the following statement.

“For over 70 years, the Association of Flight Attendants has helped raise wages, benefits, and working conditions for its members all across – and above – America.  Over the decades, it has brought our nation’s attention to important issues like discrimination, outsourcing, and equal pay. Every American worker deserves an advocate like the AFA in their corner, and I’m honored to have earned their endorsement.

Throughout my career, the AFA and I have partnered to fight for fairer labor standards. In the Senate, I led the effort to ensure AFA members had access to Family and Medical Leave Act benefits. And we’ve always stood up for women who have been treated unequally in the workforce.

The stakes in this election could not be higher. Donald Trump stood on a debate stage and said that wages are ‘too high’ in this country.  He opposes policies that would make it easier for people to balance work and family, including guaranteeing paid leave for all families and working for equal pay for women. Hillary Clinton Statement on Amalgamated Transit Union Endorsement

Hillary Clinton received the endorsement of the Amalgamated Transit Union on Wednesday. In a release, ATU International President Larry Hanley said that Clinton is the clear choice in the election because of her dedication to working Americans. He said, “Secretary Clinton’s rallying cry – Stronger Together – is an expression of the fundamental principle that has guided the labor movement’s historic work delivering momentous improvements in Americans’ lives. Similarly, there is so much President Hillary Clinton and all of us will be able to accomplish together.” Clinton responded to the group’s endorsement with the following statement:

“I am honored to have earned the endorsement of the Amalgamated Transit Union.

For more than a hundred years, ATU members have kept our cities running, powering our urban economies and helping countless people get to and from work every day. Along the way, they helped build the American middle class by fighting for fair wages, good benefits, and safe working conditions.

Hillary Clinton Campaigns in Ohio and Illinois on Labor Day

On Labor Day, Hillary Clinton campaigned in Cleveland, Ohio with running mate Tim Kaine. Kaine spoke first saying that “this is the home stretch.” Clinton then took the stage and had a brief coughing spell before she spoke about her plans to build an economy that works for everyone by increasing the minimum wage and investing in the country’s infrastructure. She spoke about her jobs plan which would create the most jobs in the country since World War II. Clinton then spoke about her strong support for working families and organized labor. Today, the Clinton campaign also unveiled a new campaign plane. The Boeing 737 will be used for the remainder of the campaign cycle and is large enough for Clinton, her staff, and the press pool to travel on from event to event. Clinton welcomed the press to the plane and answered several questions from reporters on a range of topics including her thoughts on the hacking of Democratic Party emails, the FBI report about her emails, and the Clinton Foundation. Clinton then spoke at the 49th Annual Salute to Labor in Hampton, Illinois. During her speech, Clinton continued to discuss the economy and her jobs plan. She spoke about her plans to invest in the country’s infrastructure, expand the clean energy sector, and committed to building the manufacturing sector of the country. Clinton also criticized Donald Trump for not being a friend of working people saying, “My opponent thinks that wages are too high. Vice President Biden, Anne Holton, Senator Sanders Campaign for Clinton on Labor Day

A number of Labor Day events were held across the country today on behalf of Hillary Clinton and Tim Kaine. In Pittsburgh, Pennsylvania, Vice President Joe Biden and Tim Kaine took part in a Labor Day parade and each spoke to a crowd of supporters and parade goers. Biden spoke about the importance of the upcoming election saying that Donald Trump is not a friend of workers saying, “Look at the man’s behavior — personal behavior. He really does believe that workers make too much.” Kaine then took the stage and delivered a similar message talking about Clinton’s dedication to job creation and the economy. A video of Biden’s and Kaine’s speeches are below.

In Virginia, Kaine wife, Anne Holton, campaigned on behalf of Clinton and Kaine at two separate events. The first was the 7th Annual Salute to Labor Unions & Community Leaders Breakfast in Hampton where she spoke about Clinton’s dedication to labor unions and their rights. Then, at an event in Newport News, Holton was joined by Lt. Gov. Ralph Northam for the Bobby Scott Annual Labor Day Picnic. During her remarks, Holton focused on her specialty, education. As the former Secretary of Education for Virginia, Holton spoke about the importance of understanding the needs of educators and students. She said, “Really, what Hillary has asked me to do is talk to teachers. Listen to teachers, educators, parents, students and bring feedback back to her. I’m excited to be doing that on the campaign trail.” Videos from the events will be added when/if available.

Finally, in Lebanon, New Hampshire, Senator Bernie Sanders spoke to a group of supporters at Lebanon High School where he campaigned on behalf of Clinton. During his speech, Sanders spoke about Clinton’s job plan and her dedication to improving the country’s economy. Following his speech, Governor Maggie Hassan also spoke on Clinton’s behalf. The Republican-Leaning U.S. Chamber Of Commerce Argued That Trump’s Proposed Tariffs Would Likely Cause A Recession. “The U.S. Chamber of Commerce is using a recent analysis commissioned by The Washington Post to argue that Donald Trump’s trade policy platform could cause a recession. The business group, which is a consistent backer of Republican politicians, said in a blog post Friday that a recession would set in during the first year under the Republican front-runner’s proposed tariffs because China and Mexico would likely impose retaliatory tariffs.” [Politico, 4/1/16]

Hillary Clinton Statement on International Brotherhood of Teamsters Endorsement

Hillary Clinton has received the endorsement of the International Brotherhood of Teamsters. In a statement, the group said that they support Clinton because she “is the right candidate for the middle class and working men and women across the country. She will stand strong for the workers of America by fighting to reject job-killing trade deals, enforcing labor laws and working to provide retirement security for millions of people who have sacrificed so much for the chance to retire with dignity.” Clinton released a statement thanking the group for their support and vowed to fight for working families and labor unions. A copy of Clinton’s statement is below.

“I am honored to have earned the endorsement of the International Brotherhood of Teamsters.

Unions like the International Brotherhood of Teamsters built the American middle class, and they make our economy run today. Teamsters keep our planes in the air, they put food on our shelves, and they get packages to our doors. In fighting for better wages and safer conditions on the job, the Teamsters are fighting for all America’s workers. 

I have always been proud to stand with organized labor to create good jobs with good benefits and wages that make it possible to build a middle-class life. As President, I will stand with organized labor and I will always fight for workers’ rights to retire with dignity and security, and to receive the benefits they have earned after years of hard work.

The stakes in this election couldn’t be higher. The Republican candidate for President is a man who has said wages are ‘too high’ in this country. Donald Trump personally signed a contract to hire a union-busting firm to try to stop his workers from organizing in his Las Vegas hotel. His running mate is a man who consistently supported efforts to undermine Social Security and who repealed Indiana’s 80-year-old prevailing wage law. Workers deserve better. And both of them support so-called ‘right to work’ laws that make it harder for workers to organize. Tim Kaine Campaigns in Wisconsin and Michigan

Tim Kaine wrapped up the work week with stops in Wisconsin and Michigan. He began in Milwaukee, Wisconsin where he spoke to a crowd at supporters at the Lakefront Brewery. During his speech, he focused on American made products and Hillary Clinton’s jobs plan. He criticized Donald Trump for his campaigns focus on him and less on the American people saying, “We’re talking about jobs, and Donald Trump is basically shadowboxing with every enemy he can think of.” Kaine also praised a Wisconsin court for striking down a law passed by Republicans to limit early voting. In Michigan, Kaine spoke at the Wealthy Theatre in Grand Rapids. He continued to speak about job creation and Clinton’s plans to upgrade the country’s infrastructure. He continued his attacks on Trump by contrasting the two campaigns and the policies proposed by both candidates. “This is the guy who wants to be commander in chief, but during his entire life Donald Trump has bragged about figuring out every trick to avoid paying taxes,” he said. Kaine also spoke about the significance of Clinton’s nomination as a historical event. A video from the event is below.

Meanwhile, in San Francisco, California, a fundraiser was held on behalf of Hillary for America. The event included a conversation with Campaign Chair John Podesta and Darren Criss.

Clinton, Kaine Wrap Up Bus Tour in Ohio

On Sunday, Hillary Clinton and Tim Kaine wrapped up their jobs focused bus tour in Ohio. Although it was initially reported that Clinton would not appear in Cleveland, Clinton did make a stop in the city and spoke during Sunday services at Imani Temple Ministry. During her brief remarks, Clinton spoke about the promise of America and her plans to defend the American dream. A video of her address is below (I apologize for the poor audio).

Clinton and Kaine’s final event of the bus tour was a rally in Columbus. Kaine and Clinton both continued to focus their remarks on her jobs plan and improvements to the infrastructure; however, Clinton did address comments made by Donald Trump about retired General John Allen and Khizr and Ghazala Khan, the parents of a Muslim American solder killed in 2004. Clinton said that she was disgusted by Trump’s divisive language saying, “It’s going to be up to all of us to repudiate the hatefulness, attacks on distinguished military leaders … or insulting the family of a fallen soldier, Captain Khan, an American Muslim who sacrificed his life to protect his unit and other soldiers.” A video from the event is below.
