Hillary’s Plan: Debt and Entitlements

Clinton Will Fight For Medicare & Social Security, Pay For Her Plans; Trump Will Risk These Programs & Add Trillions To Debt

Tonight, voters will hear from Hillary Clinton and Donald Trump on six topics of national importance: debt and entitlements, immigration, economy, the Supreme Court, foreign policy, and the fitness of the candidates to serve as president.

Clinton has stood up for Medicare, Social Security, and Medicaid her entire career, and she will not stop now.  She will ensure the wealthy, Wall Street, and big corporations pay their fair share, invest in middle-class families, and defend and expand Medicare and Social Security.  Furthermore, her new plans are paid for, so they will not add to the national debt.

Conversely, Trump’s plans will add $21 trillion to the national debt over 20 years and give reckless tax cuts to the wealthy instead of investing in Medicare and Social Security for generations to come.

Hillary’s vision on fiscal matters is clear. As she has said before, “We know what sound fiscal policy looks like and it sure isn’t running up massive debts to pay for giveaways to the rich. And it is not painful austerity that hurts working families and undercuts our long-term progress. It’s being strong, stable, and making smart investments in our future. So let’s set the right priorities and pay for them, so we can hand our children a healthier economy and a better future.”

Hillary has put forward credible plans to pay for her proposals without adding to the national debt.  As president, Hillary will:

  • Continue to put forth plans that add up, are paid for, and will not add to the national debt. As the Committee for a Responsible Federal Budget said recently, “We are encouraged that Clinton continues to largely pay for her new spending…”
  • Restore fairness to the tax code and make sure the wealthiest Americans pay their fair share. The independent, non-partisan Urban-Brookings Tax Policy Center found that around 2/3rds of the revenue from Hillary’s tax plan came from the top 0.1%, earning more than $3.7 million per year.
  • NYT: “Mrs. Clinton would substantially raise taxes on high-income taxpayers, mostly on the top 1 percent; … reduce taxes on average for middle- and low-income households; and overhaul corporate taxes. Her plan would increase federal revenue $1.4 trillion over the first decade….Mrs. Clinton would use the money to pay for education and other initiatives.”
  • Hillary has a responsible, progressive fiscal vision. Progressive policies such as investing in growth and the middle class, and asking the wealthy to pay their fair share – not trillions of dollars in tax cuts for the wealthy, have been successful. For example, President Bill Clinton took a $300 billion deficit in the year before he took office and turned it into a $200 billion surplus.

Hillary believes seniors have paid into Social Security for a lifetime, and they’ve earned these benefits when they retire. Social Security isn’t just a program—it’s a promise.  As president, Hillary will:

  • Defend Social Security against Republican attacks and attempts to privatize the program – and refuse to embrace proposals to raise the retirement age or reduce cost-of-living adjustments
  • Expand Social Security for those who need it most and who are treated unfairly by the current system—including women who are widows and those who took significant time out of the paid workforce to take care of their children, aging parents, or ailing family members.
  • Preserve Social Security for decades to come by asking the wealthiest to contribute more.

Hillary believes Medicare and Medicaid are the bedrock of health care coverage for more than 50 million Americans, from seniors to people with disabilities.  As president, Hillary will:

  • Fight to preserve Medicare benefits for Americans – and stand strongly against Republican attempts to “phase out” or privatize Medicare.
  • Require drug manufacturers to provide rebates for low-income Medicare enrollees that are equivalent to rebates in the Medicaid program through her prescription drug plan.
  • Reduce the cost of prescription drugs for seniors by allowing Medicare to use its leverage with more than 40 million enrollees to negotiate drug and biologic prices.
  • Tackle rising medical costs by expanding value-based delivery system reform in Medicare.
  • Help protect consumers from unjustified price hikes for long-available drugs.
  • Ensure we expand Medicaid in the states where Republican governors and legislatures have refused to do so.

Donald Trump may have abused the tax system to avoid paying taxes into Social Security and Medicare – Hillary Clinton would help end this practice. Based on what we do know about Donald Trump’s tax returns, independent experts at the Tax Policy Center believe that Trump may have avoided paying his fair share in taxes into Social Security and Medicare by abusively taking advantage of the so-called “Gingrich-Edwards” loophole. This loophole allows some high-income business people to funnel their wages through a business.  While the law still requires these business owners to pay payroll taxes on a reasonable portion of compensation, Trump may have flouted this legal requirement and avoided paying his fair share in payroll taxes that support programs like Social Security and Medicare. Earlier this year, Hillary Clinton embraced a proposal from President Obama’s budget that would end such abuses and crack down on tax gaming by high-income individuals through shifting business income, including addressing the so-called “Gingrich-Edwards” loophole.

Donald Trump’s tax plan would increase the debt by $21 trillion over 20 years to give tax cuts to the rich, and he has recklessly considered defaulting on the national debt.

  • Trump infamously called himself the “king of debt” and has proposed a tax plan that would increase our national debt by 21 trillion over 20 years – with more than half of the benefits going to the top 1%.
  • Trump displayed his willingness to play Russian roulette with the full faith and credit of the U.S., suggesting recently that “you could make the case” for defaulting on the debt, or maybe we could just “make a deal.” Defaulting on our debt would undermine more than 200 years of confidence in the American economy, and could cause a global financial crisis.

Paying for Donald Trump’s tax cuts for the rich could require cutting Medicare and Social Security by trillions:

  • As an analysis by CAP Action explains, “Trump says his agenda ‘will be completely paid-for,’ but paying for his tax plan would require cutting federal spending by an average of approximately 13.5 percent. In the next 10 years, an across-the-board cut of 13.5 percent would mean cutting Social Security by $1.7 trillion and cutting Medicare by $1.1 trillion.”

Trump is willing to jeopardize Medicare, Medicaid and Social Security, which he once called a Ponzi scheme.

Trump’s plan to block grant Medicaid could cause millions of low-income adults and people with disabilities to lose or see lower benefits.

On Tuesday, Tim Kaine began a two-day campaign in Pennsylvania with two events. The first event was in Erie where he spoke about Hillary Clinton’s jobs plan and her proposal to increase investments to improve the country’s infrastructure. Kaine criticized Donald Trump for not releasing his income tax returns and his close ties to Russia and Russian President Vladimir Putin. Kaine also responded to questions about Clinton’s health saying, “Can I give you an up-close-and-personal on this? I have been on the trail with Hillary for five weeks, and I can barely keep up with her!” A video from the event is below.

Kaine traveled to Lancaster where he spoke to a group of supporters at the local Boys and Girls Club. During his speech, Kaine touted Clinton’s plan to build the economy by creating millions of jobs, in fact, the most since World War II. He explained that Pennsylvania would benefit with a gain of over 400,000 jobs. Kaine also spoke about Trump calling on him to release his tax returns as both he and Clinton have done. He also criticized Trump’s divisive language warning that we need to work together to move America forward. A video of Kaine’s speech is below.

Meanwhile, in Denver, Colorado, former CEO of Hewlett-Packard Meg Whitman campaigned on behalf of Clinton and Kaine. During an event, she spoke about her political background as a Republican and why she is supporting Clinton over Trump. “If you are a lifelong Republican, it’s hard to come across (the partisan divide). But I decided that this year it was clear to me that Secretary Clinton’s temperament, leadership experience and commitment to America’s foundational values make her the far better choice for president.” Colorado Governor John Hickenlooper also spoke at the event.

Yesterday, a fundraiser was held in Pensacola Beach, Florida on behalf of Hillary for America. The event featured a conversation with Senator Bill Nelson. A fundraiser was held today in Concord, Massachusetts. The event was held at the home of Allison Picott and Michael Goldstein and included a conversation with Congresswoman Niki Tsongas.

Hillary Clinton’s Statement on the Passing of Supreme Court Justice Antonin Scalia

scalia-e1455404405503

Following the death of Supreme Court Justice Antonin Scalia on Saturday, Senate Republicans have announced that they will try to postpone replacing him on the high court until after the 2016 election. President Barack Obama and others have criticized this highly political move. Today, Hillary Clinton released the following statement which offers her condolences to the friends and family of Justice Scalia, but also criticizes Republicans for attempting to block President Obama’s Constitutional duty to appoint a replacement:

My thoughts and prayers are with the family and friends of Justice Scalia as they mourn his sudden passing. I did not hold Justice Scalia’s views, but he was a dedicated public servant who brought energy and passion to the bench.

The Republicans in the Senate and on the campaign trail who are calling for Justice Scalia’s seat to remain vacant dishonor our Constitution.  The Senate has a constitutional responsibility here that it cannot abdicate for partisan political reasons.

Clinton Testifies Before Congress

151022-hillary-clinton-benghazi-testimony-1025a_aebe8965efa10c2351275e6021f30512.nbcnews-fp-1200-800In a hearing that lasted over 10 hours, Hillary Rodham Clinton testified before the House Select Committee on Benghazi. This was her second time appearing before Congress to answer questions about the attack in Benghazi that killed four Americans. However, it was the first time she appeared since it was announced that she used a private email server as Secretary of State.

The day began with opening statements by members of the committee and Clinton (read Clinton’s opening statement on The Briefing). Clinton was then asked an endless series of questions about her response to the attack on Benghazi including where she was, who she spoke with and when, what she knew and when, and why other options weren’t exercised. The other topic of interest was her use of a private email server during her tenure as Secretary of State. She was asked why she used it, who had access to it, why she didn’t turn over all of emails instantly, and how it was decided which emails were personal and which were for work.

The questioning was tense at times, and Clinton and members of the committee did get heated. At one point in the conversation, two members of the committee, Representative  Trey Gowdy (R-South Carolina), and top Democrat, Rep. Elijah Cummings (D-Maryland) argued with each other for several minutes before Rep. Gowdy (the chairman of the committee) called for a break.

Much will be said about Clinton’s testimony over the coming days and weeks both in the press and online, but we believe in presenting the information directly to those interested. You can read a full text of Clinton’s opening statement on The Briefing, and full video of the testimony is available from C-SPAN. The video is presented in four parts and can be accessed at the following links: Part 1, Part 2, Part 3, Part 4.

Clinton Interviewed on PoliticsNation

FullSizeRenderOn Sunday’s episode of PoliticsNation on MSNBC, Hillary Rodham Clinton was interviewed by host Reverend Al Sharpton. During their conversation, Clinton and Sharpton discussed a number of topics including the differences between her and President Barack Obama, her supporters, her Republican rivals, police reform, gun control, President Bill Clinton’s crime bill, Syria, and the politicization of the Benghazi investigation in Congress. Clinton criticized recent comments by House Majority Leader Kevin McCarthy in which he said the investigation was successful for Republicans because it was hurting Clinton’s campaign. Clinton said, “When I hear a statement like that, which demonstrates unequivocally that this was always meant to be a partisan political exercise. I feel like it does a grave disservice and dishonors not just the memory of the four that we lost, but of everybody who has served our country.”

Videos from the interview are available on MSNBC’s website by clicking the following links (these videos may only be available for a limited amount of time): Part 1, Part 2, Part 3, and Part 4.

Tomorrow, Clinton will participate in a Town Hall event in New Hampshire. The event will be broadcast live during NBC’s Today show. For all the latest, follow our Scheduled Events page and follow Clinton on Twitter, Facebook, and Instagram.

Clinton Returns to Nevada

Her first event was in Las Vegas where she spoke to the National Association of Latino Elected and Appointed Office (NALEO). Clinton outlined the four fights of her campaign, and focused specifically on expanding funding for preschool programs. She said, “All of our kids need the opportunity to get off the to the best possible start, but too many children are getting behind.”

Clinton also spoke about voter rights and called for universal voter registration saying, “We should be making it easier to vote, not putting up barriers that disempower and disenfranchise Americans. Who are those barriers aimed at: young people, poor people and people of color.” She also focused on immigration, saying that if Congress refused to act on immigration, she would further expand the executive orders President Barack Obama has enacted. She also vowed to limit the the number of deportations, and her goal is comprehensive immigration reform.

In Reno, Clinton hosted a roundtable with a number of veterans. She spoke about her plans to maintain the world’s most powerful military. Campaign for Senate Candidate Alison Lundergan Grimes (KY)

Saturday, November 1, 2014

On Saturday, Clinton made a second campaign stop supporting Kentucky Senate Candidate Alison Lundergan Grimes. In a tight race against Senator Mitch McConnell, Grimes was hoping to pull off an upset to unseat the current Minority Leader. Clinton, again, attached McConnell’s record and his partisan rhetoric. She said, “”I love the idea of putting this Kentucky filly in the winner’s circle in Kentucky. This is not just a contest between a permanent Washington fixture and a fresh face. It is a contest between old thinking and new thinking. We cannot, in our country, continue to reward the dividers. We need to reward the uniters — the people who care about everybody.”
